Document review, route-specific guidance, appointment assistance and preparation of the required government pet import and export applications. We submit applications where permitted and cover the applicable government application and certificate fees for your booked route.
What you arrange and pay for
You arrange and pay for vet visits and health certificates, microchipping, vaccinations, any required rabies titre or other tests, laboratory fees, sample shipping and local travel. You also attend required appointments with your pet and provide the records needed for the official applications.
Who decides on clearance
You provide accurate records and attend required checks with your pet. The authorities issue the official documents and make the final departure and entry decisions; approval cannot be guaranteed.
Travelling beyond Dubai?
Tell us your pet’s final destination and onward dates early. We can flag requirements to investigate, including test timing and accepted laboratories, but the AED 2,500 service covers this Mumbai–Dubai or Dubai–Mumbai journey only. Your next destination may require different documents.

Use this guide to understand the kinds of steps involved. It is general information, not a final document list for your pet. Requirements depend on your pet’s history, your destination and the purpose and timing of travel.
Always check the current official rules. Confirm requirements directly with AQCS in India and MOCCAE in the UAE before arranging tests, applying for permits or travelling. Their requirements and decisions take precedence over this guide.
Your starting checklist
Identification
Check that the microchip number matches the vaccination record and every travel document.
Vaccinations
Confirm which vaccines are required and that they remain valid through the travel date.
Tests and permits
Check waiting periods and accepted laboratories before arranging a rabies antibody test.
Official certificates
Plan applications around their validity. An ordinary vet record may not replace an official certificate.
Your full journey
A return flight or onward destination may call for separate permits, certificates and timing.

DEPARTURE · INDIA
Prepare with AQCS Mumbai
As a starting point, India’s Animal Quarantine and Certification Services (AQCS) publishes these requirements for exporting a dog or cat:
- Microchip certificate and vaccination records.
- A fit-to-fly health certificate from a registered veterinarian.
- Owner’s passport, flight details and the UAE’s applicable permits or test results.
- Pet photographs, application and any supporting papers AQCS requests.
- An AQCS appointment and examination for the official export certificate.
AQCS advises booking the appointment in advance. Its export certificate has a limited validity period, currently 10 days; check the date window for your flight directly with AQCS Mumbai.

ARRIVAL · UAE
Prepare with MOCCAE
For entry into Dubai, check the UAE Ministry of Climate Change and Environment (MOCCAE) requirements for:
- An import permit obtained before travel.
- A microchip matching the vaccination and official health records.
- An official veterinary health certificate issued by the departure country.
- Vaccination records with the required details.
- A rabies antibody titre result if applicable to your pet’s origin; verify sampling, lab acceptance and validity before testing.
- Recorded internal and external parasite treatment, followed by inspection and release on arrival.
MOCCAE currently states a 90-day import permit validity and a 14-day pretravel window for parasite treatment. Recheck these periods when planning.

Prepare the export certificate
Check MOCCAE’s process for an official veterinary health certificate for export. It involves an application and inspection, with further reports or examinations if required.
- Check what India requires the certificate to state before it is issued.
- Prepare your pet’s identification and vaccination records and your travel details.
- Arrange vet and authority appointments so final documents are valid on departure day.

Confirm your AQCS entry category
Contact AQCS Mumbai before travelling. India distinguishes among a pet returning with prior Indian government records, an eligible transfer of residence, and other journeys, including some short visits that may need a DGFT licence.
- Identify which category applies to you.
- Check the official UAE health certificate, vaccination and owner documents required for that category.
- Arrange the advance AQCS no-objection certificate (NOC) and present it before boarding as required.
- Bring original documents and your pet for examination after arrival.
The process may depend on how your particular private-charter journey is classified. Check this with AQCS Mumbai rather than assuming a passenger ticket and vaccination record are enough.

Gather your pet’s travel history and check the route. Review microchip and vaccination records, including any onward destination.

Confirm requirements with AQCS, MOCCAE and your vet. Check laboratory acceptance, permit timing and waiting periods.

Closer to departure
Complete applications and vet visits within their validity windows. Compare names, microchip numbers and dates across every document.

On travel day
Bring original documents and accessible copies. Give your dog a chance to walk. Ask your vet for advice specific to your pet on food, water, medication and anxiety; do not restrict water or give sedatives based on a general travel tip.

Common questions
Will my pet travel with me in the cabin?
Yes. Your dog or cat travels with you in the passenger cabin. We’ll help you prepare for the documentation and practical details of your route.
Can my large dog travel?
Yes. Large dogs are welcome in the cabin. Share your dog’s size, weight and any needs we should know about so we can plan a comfortable place together.
Can I bring two pets?
One passenger seat includes one pet of any size, or two pets weighing no more than 25 kg together. Tell us about both pets when you book so we can plan their cabin space.
Does my dog need a crate? What about my cat?
Dogs travel in the cabin without a crate. Bring a well-fitted harness, lead and muzzle for use if needed. Cats travel in a secure soft-sided carrier.
Does Documentation Support include both countries?
Yes. For Mumbai to Dubai, we support you with the India departure and UAE arrival paperwork. For Dubai to Mumbai, we support you with the UAE departure and India arrival paperwork. The fee is AED 2,500 per pet, per one-way journey, in addition to the seat fare.
Are veterinary charges included?
No. You pay separately for vet visits and health certificates from your vet, microchipping, vaccinations, tests, laboratory fees, sample shipping and local travel. The AED 2,500 fee does include our documentation service and the applicable government application and certificate fees for your booked route.
Will Buddy Air obtain the documents for me?
Yes. Our documentation team prepares and coordinates the required import and export applications, submits them where permitted, and helps obtain the official certificates for your booked route. You provide your pet’s records and attend required appointments; where an authority requires you to apply personally, we guide you through that step. The authorities make the final decision to issue each document.
Does Documentation Support guarantee clearance?
No. The departure and arrival authorities make the final decisions. We help you prepare carefully, but their approval cannot be guaranteed.
I’m flying onward from Dubai. Will the same documents work?
Do not assume so. Check your pet’s final destination and onward route early. Some destinations require different documentation or specify which laboratories may perform a test; others may not require that test for your route.
